Opinion of the Attorney General

I am of opinion that there are no legal grounds shown in either of these letters for the withholding of the Governor's assent to the Medical Registration Ordinance.

The steps taken in connection with the introduction and passing of this Ordinance were perfectly regular from beginning to end.

The Ordinance is not one whereby vested rights and interests of property are affected and Article 32 of the Standing Orders of the Legislative Council has no application to it.

Nor is the Ordinance in the nature of a Private Bill within the meaning of paragraph 25 of the Royal Instructions.
